European EnergyManager Program Settled in China

European EnergyManager (EUREM) training course and certificate program will be introduced to China after one year’s planning and preparation, as announced at the celebration ceremony of the 10th anniversary of the partnership between Shenzhen and Nuremberg on May 8th, 2007. The program is carried out through the cooperation of Nuremberg Chamber of Commerce (IHK), UNIDO Shenzhen International Technology Promotion Center for Sustainable Development (ITPC) and Deutsch-Chinese Cooperation Bureau for Industry and Trade (DCKIH).
This program is to draw lessons from Germany’s outstanding experience of energy management and, in accordance with European standards, to turn out a team of experts in international advanced energy efficiency technologies and enterprise operations energy management, so as to solve the urgent energy saving imperative in China. With this started, Shenzhen and Nuremberg also plan to establish a Sino-German energy and environmental technology transfer and manpower training center.
In the morning, with witness of Mr. Chen Yingchun, Vice Major of Shenzhen, Prof. Dr. Klaus .L. Wübbenhorst, President of IHK, Dr. Ulrich Maly, Mayor of Nuremberg, and other delegates of the political and business circles of both cities, Mr. Gao Zimin, Project Director of UNIDO-ITPC and Board Chairman of SEC, and Dr. Dieter Riesterer, Director-General of IHK, jointly signed the cooperation memo.Within the framework of sister cities established since 10 years ago, Shenzhen and Nuremberg will strengthen their cooperation in the energy and environmental technology fields through the development of this program.
A EUREM China Management Committee in charge of the organization and implementation of specific program management will also be set up by IHK, UNIDO-ITPC and DCKIH.
The training program in 2007 will focus on the fields of power generation and buildings, with its pilot courses to be held in Shenzhen-Germany and Beijing-Germany respectively. Official enrollment will start from May.
EUREM is for advanced professional managers training in regard to energy efficiency. Launched by IHK in 1997, it has been gradually popularized into 13 European countries such as Germany, Uk, Austria and Portugal within ten years.
It is learned that the decisive element of highly efficent energy projects is personnel. Without competent and reliable energy managers, Real energy saving can never be achieved. Therefore, this program is people-oriented, training energy managers who can systematically carry out energy saving measures and optimize the company’s energy efficiency.
During the training, the trainees will perform their project design practice assignment in their employers’ companies, bringing about immediate economic benefits in enterprises and environmental benefits in the society. In order to fully familiarize the trainees with advanced technology and management experience, we will also organize on-the-spot investigation in Germany, where they can study the good examples of highly efficient energy projects.
The long-term objective of EUREM China program is to ultimately establish a superexcellent energy manager and energy auditor training system in China.
The launch of EUREM China meets the State’s policy emphasis on energy conservation, emission reduction and recycle economy. Prime Minister Wen Jiabao has been appointed by State Council as head of the leading group in charge of energy conservation and emission reduction, implying the government’s determination. Further measures will be taken to increase China’s role in global climate protection.
Concerning China’s rapid growing energy demand and its relatively low energy utilization efficiency, new energy utilization plans should be assessed cautiously and enterprises’ energy utilization efficiency should be audited annually. Moreover, a complete set of laws and regulations on energy price should be implemented to motivate enterprises to improve their energy efficiency management. In this process, highly qualified energy manager and auditor plays the most important role.
