UNIDO-ITPC Steering Committee Meeting
(17th December 2006 at Shenzhen, People’s Republic of China)
The meeting of the Steering Committee of the UNIDO-Shenzhen International Technology Promotion Center for Sustainable Development” (ITPC) was held at the Civic Center, Shenzhen, People’s of China on 17 December 2006.
Mr. Xu Zongheng, Mayor, Municipal Government of Shenzhen, Chairperson of ITPC Steering Committee, chaired the meeting. Other members of Steering Committee of ITPC are:
· Mr. Long Yongtu, Secretary-General, Boao Asia Forum.
· Mrs. Liang Dan, Director, Investment and Technology Promotion Branch, UNIDO.
· Mr. Wang Yue, Director of CICETE (absent).
· Mr. Gao Zimin, Board Chairman, SEC.
I. In his opening remarks, the Chairman welcomed the members of the Steering Committee and appreciated the partnership and cooperation between the Municipal Government, UNIDO, Boao Asia Forum and SEC within the framework of ITPC project. The Chairman expressed the view that during its first phase, ITPC achieved remarkable results in promoting the commercialization and industrialization of new technologies and investment in the area of renewable energy. In particular, he highlighted such new initiatives of ITPC as the Shenzhen International Workshop on Renewable Energy Technology and Investment (RETI) and BlueSky Award. He noted that the meeting was held at the conclusion stage of this project and there was a need in reviewing its achievements and making a decision regarding further development and operation of ITPC.
II. The Steering Committee listened to the report on ITPC Project Phase I Survey (2001-2006) and Work Plan of the Phase II Project (2007-2010), by Mr. Gao Zimin, and the report on International Impact of ITPC Project, by Mr. V. Kozharnovich, UNIDO Programme Manager.
The Committee noted that ITPC had achieved positive results in the implementation of its Work Programme and proposed that the Phase I be considered as completed.
It is also noted that the ITPC had reached acknowledgement among research and industrial communities globally and this pattern of international cooperation, promotion of new technologies and investment should be continued and strengthened.
III. Target for ITPC Phase II Project (2007-2010):
Solidification of the platform: The orientation of ITPC corresponds with the national concern of energy and environmental issues. ITPC should strive to become a well-known organization combining forums, consultation, technology, project promotion, authentication and training through taking full advantage of the international force of UNIDO. Multinational cooperation should be enhanced to raise the reputation of Shenzhen in global renewable energy community by thoroughly utilizing the new pattern of cooperation of UNIDO-government-enterprise of ITPC.
Selection of best projects: Projects should be carefully selected considering the quality, prospect of application, value in investment, social impact, etc. before implementation so as to produce stronger attraction to renewable energy area both within and outside of China.
Activation of the mechanism: Innovative approach should be taken to attain interaction between ITPC and its domestic and oversea counterparts as well as the related sectors within the industry, whereas flexible mechanism of operation in coherence with its function should proceed in a gradual pace.
Emphasis in PR: Related media should put more resource to help promote the mission, target, projects and advance social content of ITPC to add to its growing influence.
IV. The Committee discussed the outlines of the Work Plan of ITPC Phase II Project, which included the following major work areas, and adopted the proposed outlines of the Work Plan.
- Continuation of Shenzhen International Workshop on Renewable Energy Technology and Investment on biennium basis.
- Continuation of BlueSky Award for Global Top Ten Investment Scenarios to Apply New Technologies for Renewable Energy Utilization on biennium basis in conjunction with RETI.
- Initiation of ranking programme “Top Ten in Renewable Energy Industry in China” with further replication at global level each other year on biennium basis.
- Initiation of European training programmes, in cooperation with the EU partners, for certifying Energy Managers in China on the basis of EEM (European Energy Manager Certificate) requirements.
- Development and launching of Chinese “Energy Auditor Training Programme” with the issuance of CEA (Chinese Energy Auditor) Certificates.
- Consultation on Clean Development Mechanism projects and provision of high-level technical support services in formulation and implementation of such projects.
- Involvement of the Shenzhen Energy Group into development and implementation of renewable energy and energy saving projects.
V. The Committee agreed that the duration of the ITPC Phase II Project should be from 1 January 2007 to 31 December 2010 and appreciated the decision of SEC to continue providing the financial support to ITPC project by allocating US$600,000 for the Phase II. Other partners were also invited to put efforts in mobilization of additional funds for ITPC operation.
VI. In addition, the Committee met the willingness of the China Renewable Energy Association to become a partner in the ITPC project with high appreciation and considered to include Mr. Shi Dinghuan, PRC State Counselor, Chairman of China Renewable Energy Association and former Secretary General of the Ministry of Science and Technology, as the member of the ITPC Steering Committee.
