ITPC will function as intermediary
in organizing and promoting technology transfer activities
with particular emphasis on energy and environmental technologies
and innovations. Efforts will be made to enhance promotion
of technology business linkages and partnerships, exchange
of experiences, technology identification and needs assessment,
technology information databases and dissemination, consultant
services and training, and institutional networking.
To this end, ITPC will take the following approach:
Sub-contracting to strategic partners to lead to technology
alliances and networking between companies, R&D and
technology institutes and universities;
Organizing business conventions and forums, such as
investment and technology forums, to promote technology
cooperation and negotiation and provide useful opportunities
to establish business contacts;
Developing and establishing an ITPC Website, intended
to be an integrated part of UNIDO's networking system
and also as an information center for the region, and
attracting greater involvement and participation of the
participating countries and industries in its activities;
Developing an ITPC database on selected technologies
and related experts with accessibility to developing countries;
and also providing consultation services to potential
customers in technology identification and partner match-making;
Promoting transfer of advanced technologies and innovations
through joint research, technology consultation, investment
promotion, licensing and other modes of cooperation; promoting
collective initiatives, especially from countries of the
region, to strengthen them in global negotiations on intellectual
rights through policy dialogue forums;
Linking the existing ECDC/TCDC information systems
and data banks established by different UN and bilateral
and governmental institutions, as well as their services
so as to cover a spectrum of information services on technology
capacities, financing resources, investment proposals,
technology offers and needs, partner match-making, inventories
and directories of institutions, etc.;
Promoting technological and information networking
among research institutes and scientific bodies. Such
efforts should be closely linked to initiatives taken
to promote development of strategic alliances among technology
companies.
